I feel you have not played Catacombs Abyss. It is a true 3d based on a flight sim engine. When you land your craft you can move around on the ground and shoot other objects - so if you will, it was the first to have driveable vehicles also (carrying it a bit far). Although Doom and nearly every game up to Quake (and Tron: Hammer of War which was later remodelled and released several months after quake as Chasm: The Rift) used a method of horozontal zooming to generate a "3D" world. Even then, the Chasm engine did not allow you to look straight up, and if we drift toward console gaming, N64 had some games which were arguably total 3d before PC had any such shooters (think goldeneye, or Turok - I don't know dates so may be out here). And the earliest "2.5D" I know off: "Firewaller" a little known Amiga game - perhaps also Robocop 3D.
