I wonder if 120 simply refers to distance from the center. There are 12 circles, if each one marks off 10 'units', then the outermost circle has a 120 'unit' radius.

The dots are quite fuzzy, while the dashes are very distinct. I think the dashes refer to specific numbers (from either 1 - 120 or from -120 - 120) while the dots refer to "order". First dot from center points to the dash which indicates the first number, second dot etc...

Or, maybe not. :-)
