My interpretations:
The password is 12 letters long and to decode each character both a red dot-line-dash group and a corresponding green dot-line-dash group are required. I am convinced of this because there are 12 green dots (reading Tycho's message bellow, you'll see one of the thirteen greens is actually a repeat) and 12 red dots. The maximum number of characters is 14, so it's imposible to have a password of 24 characters. My feelings are this puzzle themes itself on 12, rather than 7... There are 12 concentric circles and the radius of the largest circle is indicated as 120. Somehow these numbers are all related.
