I may be misunderstanding your instructions here, but it didn't work the way I tried it.
Here's the actual error on loading the test map (TerminalTest)
Log: New File, Existing Package (Package MyLevel, Package TerminalTest)
Log: Failed import: Class Class MarathonCard1.MarathonCard1 (file C:\UnrealTournament\System\MarathonCard1.u)

Warning: Failed loading package: Can't find Class in file 'Class MarathonCard1.MarathonCard1'

I've got UT installed at C:\UnrealTournament\
Inside of UnrealTournament\System\ I've got the file MarathonCard1.u
Inside the UnrealTournament\ directory I've got MarathonCard1\Classes\MarathonCard1.uc and MarathonCard1\Models\MarathonCard1_a.3d and MarathonCard1\Models\MarathonCard1_d.3d
This all looks pretty much correct to me...
: I take it that MarathonCard1 is an actor? Create a dummy
: .u file with a dummy MarathonCard1 actor class in it.
: Open this .u file in UEd before you try to open the
