What I used to do was put two separate Terminal actors, each with it's own trigger. The two triggers I would put in exactly the same position. By default, the trigger for the incomplete terminal would be enabled and the one for complete terminal would be disabled. When the conditions for completion were satisfied, I'd switch the enable states on the two triggers. If you look at the Terminal actors around the first terminal location in Blaspheme Quarantine in the demo, you can see how this works.
