Row one, read down: NEW
Row four, read across: THUMB
The stacking on the dots would suggest that we start from the lower left corner, and read a line up at a time. This kind of format does not allow you to read in a pentagon shape, so I assume that the shapes are registers as previously suggested.
Otherwise - yeah.
