I said I'd return in the morning. WHICH morning was deliberatley not specified... ;-) (and it's technically morning - not here, of course, but somewhere ;-)
I worked up an image that shows the angles for each dot-and-line combo. You can get it here, if you want. The yellow represents the angle measured parallel and perpendicular to the corresponding axis, the dark blue just connects matching pairs, and the magenta shows the intersections of the matching pairs (if it matters). I've re-printed the approximate angle values below (in pairs, [green;red]):

You'll notice I didn't assign any of 'em negative values (for instance, Baltimore is at 39,-76). That's because whenever I tried plugging the numbers into a lat/long map (positive and negative values), I kept hitting deep ocean.
If anyone can take these and turn them into a solution, more power to ya!
