Lack of effort? I wouldn't exactly say that...
This puzzle has grown disinteresting for those working on it, I'd think. Because of its construction as an image, as well as the known fact that the obtained numbers need to be relatively close to the intended values, it would appear that there's more grunt work than intuition involved in solving it. And intuitive jumps are what make puzzles fun to solve. We're probably still missing something in terms of looking at the puzzle correctly, but I find it hard to believe that the answer will just jump out at us once we know what to look for. Judging by the past Bungie community puzzles and some hints, data is probably extracted from a map and then encoded in a shift cypher...
