A lot of the Shield Chargers (including ones in Cool Fusion) are picky about where you're standing. They shouldn't just stop working, though (the only one I can think of offhand that's supposed to stop working is in Shake Before Using).
The secret flamethrower should be accessible in Napalm, but it's quite tough to get to in time, and even tougher to get out in time.
