Well, then the tools are in your hands already. UnrealTournament comes with the handy little program Ued. It's on your PC already
It's fairly easy to learn by looking at different tutorials on the net. I don't have any links but I'm sure people here can give you some. Or Google for it.

*Idea.... this friday I'll be free for some games if someone is up for it. Preferable time is afterthekidshasgonetosleep. That normally occurs around 2100 hrs GMT+1. So if anyone wants to smack me around with a rocket launcher, as in the good old times *coughTychoandWolf*, I can probably take a few hours of that.
