Took me about three days until I stumbled across the answer by playing around with the engine. Thing is, nobody tells you specifically. Luckly UT2003 uses the Physique, and the skeleton can be added to by just putting in boxes or bones and then attaching them to the biped.

IK solvers have a habit of screwing up if not placed properly, but I think I got them now. Cool character, with a clothing layer animation for the UT2003 engine, so that you can see her trenchcoat flowing as she runs, jumps etc.
