Woody,
I'm not on the team, but I can tell you that the guys who are working on the maps and who are dealing with weapon respawn issues are, to speak modestly, pretty knowedgeleable in terms of weapon respawn rates and things of the like. There have been some bugs with the respawn rates, and for some reason, certain maps (like Thunder) have perfect respawn rates. The map you mention (Waldo, methinks) is a bit slow in the respawn. That's a bug which I'm pretty sure these folks are aware of, and are working to fix in a later build.
