I don't think this is an answer but I did notice some things that may point you in the right direction.

UnrealTournament.ini

Add
EditPackages=MarathonMOD
to the end of the EditPackages section

User.ini
[DefaultPlayer]
Name=Player
Class=MarathonMOD.CyborgPlayer
team=255
skin=MjolnirSkins.Mjol
Face=MjolnirSkins.Halo

: Actually, I think Wail was on the right track.

: You do need to add the "ServerPackages" lines
: to your UnrealTournament.ini file.

: I haven't tried it, but adding

: ServerPackages=MarathonMOD
: ServerPackages=MarathoCreature
: ServerPackages=MjolnirSkins

: to the [Engine.GameEngine] section should work and let
: you pick the Mjolnir to play with in regular UT.
