My computer: Does it suck that bad?

In multiplayer games, I have to fire a million times before I respond and it's a pain in the arse. I know my computer sucks (550 mHz PC) but is it really THAT outdated or is it just the game? I've got plenty of ram, probably need a new graphics card, and a great sound card. I'm guessing it's the video card or my inferior processor. Or both. Is there a way I can fix this?
