The built-in firewall is OS X only, however, if you have a router installed in your home to share a high-speed connection of sorts, than that likely has a built-in firewall and it's possible it is blocking some incoming traffic..this is just a guess...UT listens on a special port.

Is all your other internet traffic working perfectly fine? Are you able to join UT netgames by IP with a friend? If yes, then it's most definitely a problem with some sort of routing issue either in your home, or your ISP.
