I talked with Wolfchild about it logn time ago and he thinks that writing directly intot he UT.ini file would be a bad solution for many playes. By the way: Mac UT and PC UT got different files. The comamnd-line on mac can be accessed only by a key-combination or a special app (like TO does). So the best solution would be a multi-package Installer where you can choose whether you want ALL stuff (modified menu, music) or just the game itself. Perhaps Wolfi would be so nice in writing a special starter app for UT (like TO). That will be much easier than this Installer stuff.
