Angles meassured from red-dash-axis to vector (line) center->dot per circle sector. Starting from the center.
Red 26,7 ,55 ,21, 2.5, 19, 34, 0, 12.5, 49, 46, 48
Green -160, -65, -169*, -114, -150, -109, -103, -100, -145, -174, -106, -178

The values have a accuracy of aprox. 1. As can bee expected this number is higher on the innermost pairs due to the short distance on which we measure.
I tried to make a small rotation to the system but couldn´t seem to get the pair on sector 6 to create the long/lat value of Baltimore...
Hope you have better luck out there but I have to rest... where I live its 4 a:m (and I said early bed today... yea right! =) ).
PS. Sorry i didn´t post this values earlier but I tried to figure out a way to use them first so that we wouldn´t get overwhelmed by numbers on the forum.
