If you take the outermost green dash to the left and count out from the center with 5 degrees for each circle, it comes out to about forty degrees. That dash is connected to a dot which is between the 7th and the 8th circles. If you then say that each circle is 10 degrees, you would get about 75. 40 and 75 are very close to 39 and 76 (the coordinates of baltimore). Maybe it's just a coincidence. Have fun.
