Based on the "big fat clue" below, baltimore would be one of the locations. In latitudinal/longitudinal terms, baltimore is located roughly at 39 76 -- therefore, if we can somehow manipulate a red angle/line/number/whatever to 39 and and likewise a green angle/line/number/whatever to 76, then we'll have our "key" with which to decipher the rest of them.
That's of course assuming the hint was valid, that we are indeed looking for a lat/long coordinate system, and everything else.
