That security officer armor isn't exclusive to the cyborg. It's also worn by all the other security personnel aboard the Marathon, i.e., normal humans. That armor was designed for non-augmented humans, and should cater to their needs, including aiming aids. And being one of those normal humans, I certainly don't need my pistol shots to go wide and waste ammo when trying to line up a shot, especially when I'm used to being able to call up a crosshair with a simple press of one the F keys while playing Aleph One.
