Ahhh. I was looking at the manual for mapmaking here and it was mentioned there that the player could still move around and shoot while accessing the terminals, and that this was something to be fixed in the future. I interpreted the ability to look around as "moving" and thus thought it was erroneous that the player be able to pan their view around. Good to have that cleared up.
