Actually, the answer is you can. However, you need Virtual PC and the PC version of UT, but it's s l o w, especially when it comes to the Unreal SDK...

I've done it for Deus Ex, I even make Deus Ex maps, but lemme tell you it's probably a lot better to buy a PC with just enough stuff in it to run UT and buy the PC version of UT. I plan on doing that myseltf soon (I'll be keeping the PC hidden when it's not in use).
