I was thinking about the real estate developer part of the hint, I how he said if he were rich. Then i thought of the most expensive real estate in the world....or where the most money is, and i thought that maybe this may be some sort of a map of las vegas.
prolly not, but i think that real estate developer part is the key to this puzzle
