Two concentric circles make up a ring that has the area of the larger circle minus that of the smaller one. In each of those rings, there is only one red dot or one green dot. Actually the inner most circle contains no dots and and there is one green dot and one red dot outside the largest circle. It's my guess that the co-ordinates of the dots is not significant (in rectangular, nor polar systems), but rather what "ring" it resides is of key importance.
