I was working with the whole letter-shifting thing and I found something interesting on the third line. I don't know if this has been posted before, but here goes.
The number of dots and the left arrow to the left of the third line could indicate that we read 11 characters from the right of the row to the left. In that case those letters would be
7PUNYHZZOVW
The minus and the square might be interpreted as subtracting 4 letters from the end of the phrase. This would leave:
7PUNYHZ
7 puny Hz. This seems too coherent to be random. Ideas?
