Other letters weren't included as well in each row...Maybe it's not the letters in the lines of letters that are the problem, but instead the answer could be found in the letters that aren't included in the lines. The markings next to the letter lines could be directions for the letters not shown.
for each row, there are a certain number of distinct letters(letters that aren't repeated), leaving letters from the alphabet that aren't shown:
Line 1=13 letters (letters remaining=13)
Line 2=13 letters (letters remaining=13)
Line 3=11 letters(without the 7) (letters remaining=15)
Line 4= 12 letters(letters remaining=14)
Line 5= 10 letters(letters remaining=16)
Line 6= 14 letters(letters remaining=12)
Line 7= 11 letters(letters remaining=15)
As for the 7 and the shape/positive-negative combos, I have no idea. Possibly it could mean that the other directions are the opposite of what they show.
...Just a few thoughts from a tired person at 4:19 AM.
