No high hopes yet, I don't have it solved. This appears to be a decrypting/display puzzle. It looks rather like compressed data a first glance... but appears to be both the data and key at once. The first three values in the row are the actual data, and the second three are the key to decrypt it. The values of the second numbers are very significant... 255 is the largest value that can be stored in a single byte (that is, an unsigned character), and 127 is the largest value that can be stored in a signed character (and as a result, half the value of 255). 0 is, of course, a completely empty set of bits.
I don't know quite what to make of it though. Any ideas?
It's worth noting that +127 and 256 are both represented by exactly the same byte, 0xFF or 11111111b.
