Not sure what you mean.

If you mean "can I play M:R net levels with bots," the answer is yes -- just configure a practice session with as many bots as you want (up to 16 I think).

If you mean "can I play the solo levels (arrival, bgn, bq)" with bots, the answer is no, for three reasons. A) there's only one respawn point on those maps, therefore, every would probably result in a telefrag, and B) AFAIK, there are no "bot tracks," meaning the bots don't "know" the levels, and C) the solo levels have little ammo and no weapons (save the AR).
