Whats a good MaxClientRate?

For a server that has 900KBytes/sec available, whats a good MaxClientRate setting to put into the ini file?
Currently the server is set for max clients of 12 with min of 4 (bots fill in at a difficult setting). Apparently the activity of the UT server uses about 2% of the CPU at any givin time... so CPU aint a problem.
I will be configuring the bots specifically, and overriding the default bot setup that came with UT. There will be one or two random ones in there that will just kick your ass left and right with no mercy, but they won't show up all the time.
