OK, go up on top of the hill. Now look around and you should see four equally-spaced glass tubes running up the walls. The elevators are inside those tubes. Two elevators go from the lower ring to the upper and two go from the upper ring to the lower ring. When you're running around in the rings you'll see doors with lit buttons beside them. Put your nose against a door with an arrow button (not a circle button) beside it and hit your actionkey. When you take the elevator to the other end you'll have to open the doors yourself again with your actionkey.
