Most DSL/ADSL customers have a dynamically-assigned IP address, meaning that every time you connect to the internet you have a new address. You can still host games with your friends by giving them your current IP address (or play over a LAN), but since the IP address is subject to change , if you tell everyone your address and host a game, at some point you'll need to tell everyone your new address or they will not be able to connect. A static IP address is a reserved address that never changes: you'll need one if you want to host a web page on your home machine, for example, or have a persistant server that players can connect to reliably. Some ISPs will sell you a static IP address for $10-15 additional per month, rarely you will find one that provides this service for free (DirecTV DSL is one).
