Actually, the design philosophy has been geared 180 degrees of what you suggested. We're working to make every single alien you encounter a very thorough workout. As a result, you may actually encounter FEWER baddies in M:R then you did in Thon. It's also for the better. Thon levels were so small that often it was a simple matter of shoot and kill, kill the next guy in line, kill the next guy in line, kill the next guy in line.
If we can work this right, we'll have a fewer number of gorgeously scary quality aliens that you'll be just as interested in running away from as fragging. As much as some people like spraying lead into a room wantonly (and being guarenteed hitting a hostile) it's hard to play all ends of the spectrum with power limitations as they are. From very early on it was decided to go quality instead of quantity.
